The Qingdao Modern Marine Talent Incentive Method (provisional) was released last week. This is Qingdao’s first set of talent incentive policies targeting marine talent innovation and entrepreneurship. The incentive policies prioritizes two groups of people, i.e. management personnel in leading enterprises whose main business is in line with the modern marine industrial areas heavily supported by Qingdao, and qualified technical personnel engaged in basic research for application, technological innovation and achievement transformation in the marine field.

According to the Method, all designated Qingdao modern marine talents will be conferred with certificates and awarded an one-off allowance. To be specific, the first three winners of the title “Qingdao outstanding modern marine talent” will be entitled to an RMB300,000 one-off allowance, the fourth winner and followers will receive an RMB100,000 one-off allowance. Furthermore, as stipulated in the Method, eligible Qingdao modern marine talents will be included in the high-level talent service range. They will also be entitled to preferential policies and convenience service in terms of entry and exit and dwelling, household register, housing, their spouse’s employment, children’s education, official staffing recommendation, positional titles, posts, remuneration, industry and commerce, taxation and scientific research, etc.
