In order to further prevent and control COVID-19，and ensure the health and safety of teachers and students, the urgent notice on stopping offline teaching of off campus training institutions is as follows:

1. From January 28 to the end of February, all off-campus training institutions stop offline teaching and are not allowed to organize any form of offline gathering activities. The time for resuming offline teaching shall be determined according to the COVID-19 prevention and control requirements.

2. All district and municipal education authorities should inform all training institutions of the above requirement. leading training institutions strengthen their responsibility, implement orders and prohibitions, and guide them to explain to trainees and parents, and properly handle teaching arrangement and training fee refund.

3.  All district and municipal education authorities should immediately report the request to stop offline teaching of off-campus training institutions to the local government, and cooperate with other relevant departments to carry out daily supervision. It is necessary to publicize the supervision contacts and reporting telephone numbers through various channels, respond to the reporting clues at the first time, investigate and deal with them at the first time, and report them at the first time. For those institutions that do not follow the rules and operate offline courses in violation of regulations, those with complete license may be punished by stopping enrollment, stopping running schools, failing to pass the annual inspection, or revoking the school running license. Those with incomplete licenses or running schools without licenses shall be resolutely banned by means of joint law enforcement and other measures with the market supervision department.
